ATA Carnet

ATA Carnet is an international customs and temporary export-import document. It is used to clear customs in 84 countries and territories without paying duties and import taxes on merchandise that will be re-exported within 12 months. Carnets are also known as Merchandise Passports or Passports for Goods.
The Chamber of Commerce and Industry of the Russian Federation is authorized to draw up and issue the ATA Carnets by the Government Regulation №1084 “On the Russian Federation’s accession to the Customs Convention on the ATA Carnet, on December 6, 1961, and to the Convention on Temporary Admission, on June 26, 1990, with several Annexes adopted”, on November 2, 1995. The CCI RF is also the ATA Carnet guaranteeing association in the territory of Russian Federation. 
Carnet ATA – an international customs document, replacing national customs declarations, that contributes to a facilitated and faster procedure of temporary import of goods for display or use at exhibitions and fairs, for commercial samples, professional equipment and some other categories of goods. The ATA Carnet’s period of validity comprises one year from the date of its issue.
The Russian Federation has acceded to the following annexes of the Convention on Temporary Admission: A, B1 (goods for display or use at exhibitions, fairs, meetings or similar events), B2 (professional equipment), B3 (containers, pallets, packing, samples and other goods imported in connection with a commercial operation), B5 (goods imported for educational, scientific or cultural purposes) and B6 (travelers’ personal effects and goods imported for sports purposes). 
Use of ATA Carnets contributes to a easier and faster customs clearance (abroad) of temporarily imported or exported goods, i.e.: demonstration articles, commercial samples, stage property, sport and professional equipment and other goods that are not subject to be sold, repaired, modified or used for commercial purposes. The ATA Carnet system grants the following advantages to businesspersons aiming to find new opportunities on foreign markets:
  • quick and less expensive customs clearance of the temporarily imported goods; other customs documents, provided for by the relevant country’s internal legislation, are not to be drawn up;
  • there is no need to provide any pawns, deposits, bank guarantees to secure the payment of the customs duties, since the ATA Carnet itself is such an international security;
  • the person can leave country’s territory and come back multiple times during a business trip throughout several countries as long as the ATA Carnet is valid.
