Opening the meeting, Russian Prime Minister Mikhail Mishustin stressed that the Chamber of Commerce and Industry of Russia is a reliable partner of the state and the Government. It has long supported entrepreneurship, trade, industry, while uniting enterprises of completely different forms of ownership - both small and large enterprises. Mikhail Mishustin thanked the head of the CCI of Russia for joint work, including for participation in the work on the implementation of the National Plan for Economic Recovery, the overwhelming majority of which is being implemented. Today this is the most important area of work of the Chamber of Commerce and Industry of Russia.
In turn, Sergey Katyrin thanked the head of government for the fruitful and constructive work with the government during the pandemic: of the three packages of proposals from the business community submitted by the Chamber to the government many were implemented. Under difficult conditions, the Cabinet of Ministers worked promptly, while some issues sometimes took months or even years to resolve, in a pandemic they were resolved within a few days, or even one day.
I would especially like to note, Sergey Katyrin said, that not a single member of the government refused to participate in direct lines and dialogues with businessmen organized by the CCI of Russia.
Then Sergey Katyrin presented to Mikhail Mishustin the work that the CCI of Russia system was doing on behalf of the Russian Government to support businesses in the difficult conditions of the COVID-19 epidemic. First of all is the issuance of certificates on the circumstances of force majeure, both in foreign trade transactions and in domestic ones. At the very first stage, 120 thousand entrepreneurs turned to the Chamber for advice and 80 thousand of them came with packages of documents confirming the circumstances of internal force majeure. By external force majeure, there were about one and a half thousand calls. About 500 such certificates were issued, confirming the circumstances of force majeure. This is about 10 times more than the Chamber usually issues under normal conditions. Based on the relevant regulatory framework and decisions of the plenary session of the Supreme Court, there were 80 thousand packages of applications for internal force majeure, and 6 thousand certificates were issued. Moreover, all these documents were issued free of charge.
The Chamber also continues to work on the 719th decree on determining the degree of processing, and issues certificates of origin of goods on a regular basis.
The Chamber also has its own special projects, in particular, the "Business Barometer of the Country", in which about 40 thousand entrepreneurs participate. It analyzes what measures taken by the government are working, what wishes are there, and relevant ministries and departments are informed accordingly. The second project is the “Business Barometer of Corruption” - a system of anonymous survey of business structures.
Today, one of the most pressing issues for business is staffing. Therefore, the CCI of Russia considers it expedient to create a “Personnel Barometer for SMEs”, which will show the situation with the provision of personnel for the system of small and medium-sized enterprises, suggest what wishes and needs the training of professional personnel for small and medium-sized businesses should meet. Interaction with government agencies would help organize internships for those who are already studying and would like to apply the knowledge gained.
At the end of the meeting Mikhail Mishustin thanked Sergey Katyrin for the proposals made and expressed confidence that close cooperation between the CCI of Russia and the Government will continue on other economic issues of the country's life.
